The building was sited to be a backdrop to the existing plant buildings while sitting in the park-like setting that had been
maintained by the Water and Sewer Authority as a buffer to the plant from the adjacent highway. The staff felt that it was important
to recognize the water and sewer authority as being in the water business. After several meetings with the staff and the Water and
Sewer Authority's Board, FWA developed a building program that pushed the typical office building boundaries while still reflecting
the nature of the Water and Sewer Authority's business.
The barrel roofs were incorporated to provide a flowing effect while the selected brick and eifs colors were used to maintain the
connection to the existing plant buildings. Large glass areas were included to provide a connection with the natural site features for
the staff and visitors. In the reception area a large curving glass wall serves as a framework for visitors to visually connect the new
building with the existing water plant beyond. Water features were designed for future incorporation into the front and rear of the
building, and wall display areas were incorporated throughout the building's common areas to tell the history of the water business
and to express the importance of water.
After designing the original building, FWA was retained for an addition / renovation project adding approximately 17,000 square feet.
